Organization Setting
The International Centre for Synchrotron-light for Experimental Science and Applications in the Middle East (SESAME) is established in Jordan, under the auspices of UNESCO. Its mission is to promote international collaboration in the Middle East and the Mediterranean region using synchrotron light for basic and applied research in physics, chemistry, biology, material sciences, environmental and medical investigations, archaeological studies and other research areas of relevance to the region. The centerpiece of SESAME is an advanced synchrotron light source that will be constructed and operated by the Members of SESAME with the support of the international community. SESAME is an international scientific and technological centre of excellence open to all qualified scientists worldwide.
Assignment
Under the supervision of the Director of SESAME, and in close collaboration with the Scientific and Technical Directors, the incumbent will be responsible for the overall administration of SESAME. In particular, the Administrative Director will:
  • Direct the work relating to the concept and planning of the management of SESAME to ensure the efficient use of SESAME resources.
  • IPrepare and keep up-to-date, in consultation with the Scientific and Technical Directors, the organizational chart of SESAME and the job descriptions of the required technical, scientific and administrative staff.
  • Follow-up provisions in the SESAME Seat Agreement with the host country (Jordan); monitor administrative matters relating to the construction of the SESAME building in consultation with the Technical Director.
  • Prepare, and up-date as required, SESAME Staff rules and regulations, as well as the financial rules and regulations of the Centre.
  • Coordinate with the Technical Director and the Training Committee the training of SESAME junior technical staff and their return and installation in Jordan.
  • Prepare the annual budget of SESAME in consultation with the Scientific and Technical Directors and follow up Members' contributions.
  • "Manage the Administrative sector of the Centre.
  • Monitor recent developments and carry out appropriate administrative activities in areas relevant to SESAME's mission.
  • Be responsible for the logistics and administrative component of SESAME reports, conferences, symposia, committee meetings, advisory groups, consultant activities, and Council meetings.
  • Participate as a member of the Board of Directors in formulating policy and developing innovative approaches and strategies to strengthen the efficiency and effectiveness of SESAME programmes.
  • Act as focal point on management and administrative issues for representatives of Members and Observers, donors, international organizations and laboratories, as well as for the mobilization of resources for SESAME programmes.
  • Coordinate corporate management issues with the Directors of the Technical and Scientific sectors.
  • Any other activities entrusted to him/her by the Director of SESAME.
Education and Experience
  • Advanced university degree at doctorate level in science, engineering or management.
  • Several years of experience at the senior managerial or executive level in a national or international organization, including experience in strategic and operational planning, project and resource management, programme monitoring/assessment and organizational development.
  • A broad background with administrative leadership experience in scientific or technological programmes; scientific leadership experience in such programmes would be an asset.
  • Demonstrated experience in the formulation and implementation of international cooperative projects.
Knowledge, Skills and Abilities
  • The candidate should preferably be a national of a Member of SESAME.
  • Proven ability to work effectively in a multicultural environment managing a large work force.
  • Strong communication and negotiation skills and ability to represent SESAME effectively.
  • Strong managerial leadership skills with the ability to formulate sound fund-raising proposals for programmes/projects relevant to SESAME's mission.
  • In-depth knowledge of operational activities in the UN system, demonstrated managerial skills in international cooperation, and first-hand experience in developing countries desirable.
  • Experience in the management of IT resources and their effective applications to management.
  • Excellent oral and written command of English, Knowledge of Arabic an asset.
Remuneration
Following evaluation of candidatures by the SESAME Council, it is expected to appoint the Administrative Director to a level equivalent to that of D-1 in the United Nations System, as existing in 2002.
